I found this Livejournal post featuring some scans from the artbook for the anime film Tekkonkinkreet.

libra bear 1:43 PM: First glimpse I thought they were photos. That film was amazing, really loved the style.
Riè 4:00 PM: It's a wonderful film by Studio 4 degrees Celsius (they did some shorts in the Animatrix). I felt shivers down my spine while watching it 'cause the BGs and shots were so crazy.

A friend of mine in Japan did about 450 drawings for this film but had to resign after becoming dangerously ill (working conditions and pay are quite horrible in almost any studio for 2d animators there $5/hr on average).
